Validity of Green Card
The Czech Insurers’ Bureau concluded the Internal Regulations agreements between Bureaux with all the Insurers’ Bureaux. Internal Regulations are one of the bases of the Green Card system. The Green Card is the only one internationally respected proof of existence of liability insurance for damage caused by operation of vehicle.
Green Card proves that in respect to the particular vehicle the liability insurance is concluded and also allows the driver to enter a foreign state without paying amount required by its authorities for the frontier insurance.
On the front side of the Green Card there is a list of international codes of member states of the Council of Bureaux. International code of a relevant state must not be crossed out otherwise the Green Card is not valid there.
According to § 6 (5,6) of the Act No. 168/1999 Coll. as amended the obligatory territorial validity of the liability insurance is determined for the territory of all member states of the European Economic Area (EEA) and for the territory of all other states from the list of states mentioned in the implementing decree of Ministry of Finance.
EEA member states:
Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Liechtenstein, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom of Great-Britain and Northern Ireland, and for purposes of the Green Card System also Switzerland.
Other states determined in the implementing decree of Ministry of Finance:
Albania, Andorra, Bosnia-Herzegovina, F.Y.R.O.M., Monaco, San Marino, Republic of Serbia, Montenegro, Turkey, Ukraine, Vatican.
Other states which are not determined in the implementing decree of Ministry of Finance:
For the Czech Insurers’ Bureau concluded the Internal Regulations agreements with all members of the Council of Bureaux, the Green Card allows you to enter the following states as well: Azerbaijan (with effect from 1.1.2016), Belarus, Iran, Israel, Moldova, Morocco, Russia, Tunisia, but only if international codes of these states are not crossed out. However these states are not mentioned in the list of states in the implementing decree of Ministry of Finance, and so it is up to the decision of each insurer – member of the Czech Insurers’ Bureau whether or not the liability insurance will be extended for the territory of these states.
Kosovo
For the territory of Kosovo no Green Cards or any other documents of similar purpose are valid there. For the territory of Kosovo, that remains under the control of UNMIK, the decision of UNMIK about the establishing frontier insurance for the foreign vehicles entering to the territory of Kosovo is still valid, that means:
- The drivers of all the incoming vehicles shall be requested to show proof of Motor Third-Party Liability Insurance coverage valid for Kosovo in order to enter the territory under UNMIK control. Such proof can be got only by concluding the frontier insurance. UNMIK established the premium rates and terms of the frontier insurance. Insurance companies authorised by UNMIK in Kosovo at chosen border and/or boundary points of Kosovo shall make this insurance policy available with the territorial validity only for Kosovo. For the territory of Kosovo neither the Green Cards nor any such similar documents are valid.
- This obligation is not valid for United Nations Organisation vehicles and KFOR vehicles
General overview
Internal Regulations Agreements where relations between Bureaux are based on deemed insurance cover in the Green Card System allows entrance of the vehicle in the foreign country territory without presentation of a Green Card. Nevertheless it is necessary to carry your Green Card with you for the purpose of random traffic control (during which could be its presentation requested). In case of non-presentation of the Green Card during such traffic control in visited country you can be differently penalized (for example: the payment of fine).
